Smugglers who showed dreams of Canadian jobs are trapped in Borella …

On July 12, the officers of the Special Investigation Department of the Sri Lanka Foreign Employment Bureau have arrested two persons who cheated money by saying that they would be offered jobs in Canada .

A person complained to the Bureau that Holistic Holdings, which is run in Borella area, said that it would provide jobs in the financial sector in Canada, and after receiving a sum of 10 lakh rupees, it did not provide the job as promised.

Accordingly, the investigation officers conducted the relevant raids , where it has been revealed that the agency was an illegal foreign employment agency that was run without a valid license from the bureau . Accordingly, the investigation officers arrested another person including the owner of the concerned institution .

On July 13th, the arrested suspects were produced before the court at Aluthkade No. 5, Colombo, and the magistrate ordered them to be released on bail of 10 lakh rupees . The further hearing is scheduled to be called on 8/26.

Before giving money or passport to any organization or person to get a foreign job, the Bureau will check whether the agency has a valid license to hire for foreign jobs and whether the agency has received the relevant job order even though it is a valid employment agency.  www.slbfe.lk The Bureau urges job seekers to obtain information by visiting the website or calling the 1989 hotline.

Sri Lanka Telecommunications (Amendment) Billpassed in Parliament with amendments

Sri Lanka Telecommunications (Amendment) Bill was passed without a vote in Parliament today (09) with amendments.

Following the debate on the second reading of the bill, amendments were added during the committee stage.

Minister of Technology presented this bill to the Parliament on 10 May 2024 in order to amend the Sri Lanka Telecommunications Act No. 25 of 1991 and this Act was amended after 28 years.

This amendment has allowed for the necessary regulation to create a more competitive and fair market in the telecommunications sector in accordance with the accepted standards of the world.

Global Textile and Clothing Programme (GTEX) Phase ll

(2024):Launch Event at the Kingsbury Hotel on 3rd July 2024

Switzerland’s State Secretariat for Economic Affairs (SECO in partnership with the lnternational Trade Centre (ITC) launches the “Global Programme on Textile and Clothing (GTEX2)'” in Sri Lanka. In this context, Sri Lanka’s Export Development Board (EDB) together with the Joint Apparel Association Forum Sri Lanka (JAAF) is working with Switzerland to implement the Second Phase of the Global Programme on Textile and Clothing (GTEX2) from 2024 – 2027.
This is a five-year program that includes Egypt, Jordan, Morocco, Tunisia and Sri Lanka.GTEX2 will support SME companies in Textile and Clothing industry to improve their operational capacities, including social norms and environmental sustainability, add value to existing products & services and expand exports to traditional and new markets.

EDB in collaboration with Swiss Import Promotion Programme (SIPPO) conducted a comprehensive market research study for Value added Textile products of Sri Lanka for selected EU countries. The findings of the market study was disseminated to the apparel industry through the EDB website, sent directly to companies and through webinars in collaboration with SIPPO.
After the success of this market research, the Government of Switzerland through SECO included Sri Lanka for the Second Phase of the Global Textile and Clothing Programme (GTEX2). The first phase of Global Textile and Clothing (GTEX 1) was carried out in Jordan, Egypt, Morocco, Tunisia, Kyrgyzstan and Tajikistan. The Second phase is with Egypt, Morocco, Tunisia, Jordan and Sri Lanka.
Objective of GTEX
The EDB signed a Project Agreement with the Swiss State Secretariat for Economic Affairs (SECO) to implement the GTEX2 in Sri Lanka from 2024 to 2027 for the benefit of the Sri Lankan apparel sector. The main stakeholders of GTEX2 Sri Lanka program are EDB and JAAF. The Swiss Government will fund this program and the International Trade Center (ITC) will provide technical assistance. A National Project Coordinator (NPC) has been recruited for Sri Lanka to the implement the project.
The overall goal of GTEX is to contribute to economic growth and poverty reduction through sustainable trade and decent job creation by improving sustainable production and digitalization within the Textile & Clothing value chain.
Beneficiaries of the Programme
The main beneficiaries of the program are 20-25 SMES and 3-5 Fashion designers in the Textile & Clothing Sector, Business Support Organizations (BSOs) serving the sector., Academia and related training institutions Further, government agencies will also indirectly benefit as improved regulations on environmental sustainability, digitalization and trade will improve collaboration with the private sector.
Expected outcome of the programme:
Increased export competitiveness of SMEs in the textile and clothing value chain in Sri Lanka through a technical assistance project that aims to develop and revitalize the Sri Lankan textile and clothing industry.
Create employment and income in the textiles and clothing sector.
Work directly with enterprises to improve their operational capacities, including on social norms and environmental sustainability, add value to existing products and services and expand exports into traditional and new markets.
Building lasting capacities of sector-specific trade and investment institutions to support the entire industry with improved service offerings.
The Industry at a Glance Sri Lanka’s Textile & Apparel Industry is the largest export sector of the country with export revenue of over USD 4.5 Bn. in 2023 which is 42 % of total merchandise exports. The main export markets for Sri Lankan apparel products are USA, UK and EU. Compared to the export statistics of the year 2022, it has shown a l9% drop in apparel exports in the year 2023.
The apparel industry is the largest single employer in the manufacturing industry providing direct employment opportunities to over 300,000 and 350,000 indirectly which includes a substantial number of women in Sri Lanka. Around 350 garment factories and 16 textile and fabric manufacturing units are operating in different parts in Sri Lanka.
Apparel categories span includes Sportswear, Lingerie, Loungewear, Bridal wear, Work wear, Swimwear, Children swear. USA and the United Kingdom have historically been the largest buyers of Sri Lankan apparel throughout the decades.

Dematagoda Shifna arrested for showing jobs in overseas supermarkets and extorting money…

Yesterday (07/02) a woman was arrested by the Special Investigation Division of the Sri Lanka Foreign Employment Bureau who cheated money by saying that she would be offered jobs in Dubai and Qatar.

The Special Investigation Division of the Bureau has received 3 complaints that a woman resident of Dematagoda area said that she would be offered jobs in supermarkets in Dubai and Qatar and received money of Rs.

Accordingly, the investigation officers arrested the woman in question in Dematagoda area, she was detained at Talangama Police Station last night after further questioning and is scheduled to be produced before the Maligakanda Magistrate’s Court today (7/3). 

Before giving money or passport to any organization or person to get to find out whether the agency has a valid license from the bureau to hire for foreign jobs and whether the agency is a valid employment agency and has received a valid job order for the job in question. The Bureau requests foreign job aspirants to get information by visiting the Bureau’s website www.slbfe.lk or by calling the 1989 hotline number.

SLNS Vijayabahu brings ashore critical fisherman of “Devon 5”

SLNS Vijayabahu brought the critical fisherman of “Devon 5” to the Hambantota harbour this morning (01st July 2024). Upon arrival, he was rushed to the General Hospital, Hambantota for medical attention.

The Maritime Rescue Coordination Centre (MRCC) Colombo coordinated the retrieval of 02 critically ill fishermen on the multi-day fishing trawler “Devon 5”, through the merchant ship ‘MV KOTA CAMIL’ on 30th June 2024. However, one of the two fishermen has tragically lost his life, while aboard the merchant ship.

The remaining fisherman was transferred to SLNS Vijayabahu on the evening of 30th June, about 170 nautical miles 314km) off Dondra. Meanwhile, the fisherman was administered emergency treatment by the Navy medical team aboard SLNS Vijayabahu, en route to Hambantota.

The Committee on Public Finance approves the Telecommunications (Amendment) Bill for the purpose of amend the Sri LankaTelecommunications Act.

The Sri Lanka Telecommunications (Amendment) Bill to amend the Telecommunications Act was considered at the Committee on Public Finance to which the said approval was granted.

This was approved when the Committee on Public Finance met in Parliament on 25.06.2024 under the Chairmanship of Hon. (Dr.) Harsha de Silva, Member of Parliament. Officials representing Attorney General’s Department, Ministry of Technology, Telecommunication Regulatory Commission and other institutions were present at the Committee meeting held.

The Speaker recently announced the decision of the Supreme Court regarding the petitions filed against this Bill submitted by the Minister of Technology to Parliament on 10th May 2024 to amend the Sri Lanka Telecommunications Act No. 25 of 1991.

Accordingly, the officials who were present stated that respecting the decision of the Supreme Court, they will take measures to submit all necessary amendments to the Bill. The officials also said that it is a need of the hour to amend this Act along with the technical trends of the world and although the Cabinet Sub-committees have worked for the amendment of this Bill on three previous occasions, it has not been accomplished.

The officials also stated that this Bill was prepared after extensive discussions with all stakeholders in the telecommunication sector in accordance with the accepted standards of the world. Thus, in a more competitive market, there is scope for a regulation that is fair to the consumer.

It was also disclosed that this will introduce a mechanism under a competitive system in providing telecommunication frequencies. According to this, the relevant regulations should be compiled by the Parliament and thus the opportunity to introduce the new technology to the telecommunications sector of the country will arise as well as it will be possible to properly regulate the institutions that conduct this business, the officials pointed out.

It was also disclosed that in addition to the existing telecommunication system licenses and frequency licenses, 3 other types of licenses will be introduced through these amendments. Through the said, in addition to the companies that provide telecommunication services, licenses are also given to companies that provide infrastructure. The officials also stated that the powers of the Telecommunication Regulatory Commission will be strengthened through these amendments.

Furthermore, the officials also pointed out that through these amendments, there is an opportunity to give the customer the advantage of reducing tariff in the market competition.  It was also discussed that amendments have been submitted for the security of undersea telecommunication cables.

The Chair of the Committee emphasized that given the world is changing rapidly with advancement of telecommunication related technology, we as a country must ensure our legislation to leverage and benefit from such technology. Furthermore, the Chair of the Committee stated that these amendments will be a more positive step forward to introduce the new technology in the telecommunication sector.

Moreover, Hon. (Dr.) Harsha de Silva, stated that this Bill is being considered by the Committee on Public Finance to investigate matters related to public finances, market competition and transparency, consumer fairness, etc.

State Ministers Hon. Anupa Pasqual and Hon. (Dr.) Suren Raghavan, Members of Parliament Hon. Mahindananda Aluthgamage, Hon. Harshana Rajakaruna, Hon. Premnath C. Dolawatte, Hon. Sahan Pradeep Withana, Hon. Madhura Withanage were present at the Committee meeting held. Furthermore, officials including Mr. Sumathi Dharmawardena, Additional Solicitor General of the Attorney General’s Department, Director General of the Telecommunications Regulatory Commission (TRC) Mr. Madhusanka Dissanayake were also present at the Committee meeting.
