It is a great pleasure and a privilege to address this August assembly on behalf of the Government of Sri Lanka. I want to thank the ILO Director- General for his timely report on the “Social Contract,” which addresses the injustices, inequalities, and insecurities we face today, while reaffirming our commitment to social justice.

Mr. President,
The Sri Lankan economy began its recovery in 2023 following the deep crisis of 2022, which was already aggravated by the COVID-19 pandemic. Decisive policy adjustments and structural reforms implemented by the Government, with the support of development partners, helped restore macroeconomic conditions significantly.

The economic adjustment program yielded promising outcomes in 2023. By the end of the year, inflation was contained at single-digit levels, and the economy expanded in the second half of 2023, ending two years of economic contraction. Foreign reserves have also been steadily increasing, bringing hope to our people. This progress is partly due to government interventions promoting safe, orderly, and regular migration for employment.

Mr. President,
Every successive Government has struggled to improve the living conditions of Ceylon tea plantation workers. Last month, we increased their salaries by 70%, the highest increment they have received in the last 200 years.

Mr. President,
I am pleased to inform the DG ILO that we are enacting a new labor law, the “Employment Act,” to reform existing labor legislation, streamline the legal framework, eliminate discrimination, and address contemporary challenges in the world of work. Once enacted, this law will cover domestic workers, and we will ratify ILO Convention 189. Additionally, we plan to ratify ILO Conventions 155 and 190 with the enactment of this Act.

As a government, we believe in the importance of a comprehensive social security system, as outlined in ILO Convention 102. We are developing a comprehensive social security policy with the ILO’s support.

Furthermore, my Ministry has embarked on a journey to bring social justice to informal sector workers. The “Dignity of Labour” program aims to enhance the recognition, safety, and dignity of informal sector workers nationwide. Under this program, informal sector workers will be organized, and national-level councils will be established based on their occupations to determine employment terms and conditions.

Mr. President,
We are also digitalizing the entire labor market by developing the National Labour Market Information System.

Mr. President,
Lastly, to increase female workforce participation and ensure decent work for women, we have initiated a program to train 10,000 care workers in collaboration with the ILO and the IOM Colombo Office. I urge representatives present here to support this initiative in any way possible.

Gemological Institute of Colombo (GIC) Hosts Talk on Origin Determination of Gemstones

The Gemological Institute of Colombo (GIC) hosted a talk by Professor Masaki Furuya, Advisor of GIC and Director of the Japan Germany Gemological Laboratory, on the importance of scientific origin reports in the gem industry. The event, held at the Hilton Colombo on Wednesday may 29. It was graced by Sunil Amarasuriya, Chairman of B.P. DeSilva Holdings, and welcomed by GIC CEO, Vincent Wong. The audience consisted of major jewelry producers and gem dealers of Sri Lanka.

Prof. Furuya’s talk, titled “Origin Determination and Its Positive Impact to Sri Lanka,” delved into the scientific methods used to determine the origin of gemstones, emphasizing their impact on pricing and consumer confidence.  He highlighted that the origin of a gemstone significantly influences its value, with stones from certain regions especially Sri Lanka commanding higher prices due to their rarity and geological characteristics.

Prof. Furuya also discussed the role of advanced technologies, such as Energy Dispersive X-ray (EDX) spectroscopy, in analyzing the chemical composition and trace elements of gemstones to indicate their origin. He explained how these disclosures supported by scientific methods ensure transparency and trust in the global gem trade, benefiting both sellers and buyers. By being able to determine the gemstone’s authenticity as well as judging the place of origin of the gemstone, it ensures that consumers pay a fair price for their precious stones.

The event underscored GIC’s commitment to upholding international gem certification standards and promoting transparency in the gem industry. As one of the only state of the art gem testing and certification laboratory in Sri Lanka equipped with advanced technology, GIC plays a crucial role in ensuring the authenticity and quality of Sri Lankan gemstones.

A rogue foreign employment agency is raided in Kurunegala,The owner and 110 foreign passports were arrested..

.An illegal foreign employment agency in Kurunegala town has been raided today (5/31) by the officers of the Special Investigation Division of the Sri Lanka Foreign Employment Bureau. 

The raid was carried out based on information received by the Special Investigation Unit of the Bureau that an illegal foreign employment agency called MMB at Suratissa Mawatha, Kurunegala was conducting recruitment for Saudi Arabia, Oman, Kuwait and other Middle Eastern countries. There, the owner of the employment agency was arrested by the investigating officers, and the officers also seized 110 passports, job applications and other documents found at the place.

The arrested suspect is scheduled to be produced before the Kurunegala Magistrate’s Court today (5/31). 

Officers Kapila Karunaratne, Idunil Pushpakumara, Ravindra Abepala, Madushan Wijewardene, Amila Perera and Ranga Yasaratne joined the raid.

Before giving money or passport to any organization or person to get to find out whether the agency has a valid license from the bureau to hire for foreign jobs and whether the agency is a valid employment agency and has received a valid job order for the job in question. The Bureau requests foreign job aspirants to get information by visiting the Bureau’s website www.slbfe.lk or by calling the 1989 hotline number

National Sustainable Tourism Certification Scheme (NSTCS) awarded to 100 SMEs in the Tourism sector in Sri Lanka

 The National Sustainable Tourism Certification Scheme (NSTCS) is a process that recognizes and promotes destinations that are committed to environmental, social and economic sustainability in Sri Lanka. In line with the overall strategy of the Sri Lanka Tourism Development Authority (SLTDA) and in partnership with the United Nations Development Programme (UNDP) in Sri Lanka the certification scheme was established in 2018 in line with the Global Sustainable Tourism Council guidelines. Over 100 Small and Medium Enterprises (SMEs) in the tourism sector were awarded their certifications this morning, with the presence of Hon. Minister Harin Fernando Ministry of Tourism, Lands, Youth Affairs and Sports; Mr. H.M.B.P. Herath, Secretary, Minister of Tourism and Lands;  Ms. Azusa Kubota, UNDP Resident Representative in Sri Lanka; Mr. Priantha Fernando, Chairperson – SLTDA; Mr. R. Sariffodeen, Director General – SLTDA; and other high-level dignitaries from the tourism and development sector. 

The certification scheme aims to involve all tourism stakeholders- government agencies and the private sector, working in partnership to move towards a more sustainable tourism sector in Sri Lanka in line with national priorities. Following the successful completion of the pilot phase in 2019 for the accommodation sector, in 2023 a call for applications was opened for Small and Medium Enterprises (SMEs) in the sector.

According to the ADB, Small and medium enterprises play a vital role in the country’s economy, contributing more than 50% of the GDP in Sri Lanka. Around 75% of these enterprises belong to the tourism sector. These include hotels and homestays (33%), spas and ayurveda (18%). Souvenirs, handicrafts, cafes, food and beverages make up most of the remaining enterprises.

While tourism growth brings positive outcomes for countries, there could also be negative impacts, with unplanned tourism creating specific challenges. Against this background, the Government of Sri Lanka with its ambitious growth targets of tourist arrivals, is working towards to continue in offering positive tourism experiences ensuring long term sustainability for the country.

Commenting on the certification scheme, Mr. Priantha Fernando, Chairperson of SLTDA stated, “Our commitment to sustainability is not just about meeting the demands of today’s consumers; it is about securing a better future for our nation and the generations to come. What is good for our nation, our future, and our customers is intrinsically linked thus, let us continue to build a sustainable, prosperous, and vibrant tourism industry in Sri Lanka.”

This programme involves a series of steps to assess and validate a destination’s efforts in various sustainability aspects with a special focus on sustainable use of biodiversity including reducing threats to the environment and promoting environmentally friendly practices.

The Biodiversity Finance Initiative (BIOFIN) is a UNDP managed global collaboration to develop and implement an evidence-based methodology that improves biodiversity outcomes using finance and economics. In Sri Lanka, working together with the Government of Sri Lanka, BIOFIN works on implementing three (3) finance solutions for the sustainable use and management of biodiversity; the development of a Green Lending framework, a sustainable certification for the tourism industry following the establishment of the Sustainable Tourism Unit (STU), and payment for ecosystem services in the mini-hydro power generation sector.

Highlighting UNDPs role, Ms. Azusa Kubota, Resident Representative, UNDP in Sri Lanka noted, “Biodiversity must be at the heart of Sri Lanka’s recovery trajectory, from nature-based solutions with investments to let biodiversity flourish, creating jobs and opportunities for communities to secure a sustainable future. Through the success of such certification schemes in the tourism sector, UNDP reaffirms its commitment to working together with all stakeholders in the sector to demonstrate how nature-positive economies can work for people and the planet.”

The national certification scheme will mitigate the negative impacts of tourism but also provide an incentive for tourism businesses to transition toward environmentally and socially responsible business practices. Importantly, generating income, providing skilled employment opportunities, preserving local ecosystems and cultures, and creating positive experiences for local people, tourism companies, and tourists themselves.

Navy deploys relief teams to aid people in distress with overflowing Katupiti Oya, Madampe

Due to the recent heavy rainfall across the country, the Henepola area has been flooded by the overflowing Katupiti Oya in Madampe, Puttalam. In response to the situation, the Navy dispatched a flood relief team to the area on May 26, 2024. The relief team is currently working in full swing to assist those affected by floods.

Due to the overflow of Katupiti Oya, which flows through the Madampe Divisional Secretariat, all access roads to the Henepola Grama Niladhari Division have been flooded. In this backdrop, 89 individuals from 27 families faced distress, prompting the Disaster Management Centre in Puttalam to seek assistance from the Navy. In response, the Navy swiftly dispatched a flood relief team to aid those affected by floods.

Today (27th May), the Navy relief team organized safe transportation for local residents, including school children, using Navy boats. Meanwhile, the relief operations in the area are ongoing.

Following directives from the Commander of the Navy, Vice Admiral Priyantha Perera, the Navy has kept 41 relief teams ready from both the Navy and the Coast Guard across all Naval Commands to provide immediate assistance to the affected public.

A Philippine in the customs net with 2851 grams of cocaine

Sri Lanka Customs Narcotics Control Unit has made a significant detection yesterday (21st) at the Bandanaike International airport arrival terminal with a detection of 2851 grams of Cocaine concealed in a passenger baggage from a lady passenger arrived from Addis Ababa Ethiopia Via Doha by the Flight QR 654 operated by qatar air line in the Evening .

The Passenger is a Philippine Nationality with a age of 47. The street value of the seized Cocaine is estimated to be more than Rs. 200million.
This is the first visit of this passenger and the lady is working as a Assistant Accountant in Philippine.

Investigation is being carried out by the Cuustoms staff officers attached to Narcotics Control Unit and the Suspected substance and the passenger are to be handed over to Police Narcotics Bureau for further investigation .
