Sri Lanka: Amnesty International’s Secretary General concludes five-day visit

Amnesty International’s Secretary General, Agnès Callamard, concluded a five-day visit to Sri Lanka today, in which she met with officials and a diverse cross-section of society, stakeholders to discuss a range of pressing human rights issues. Speaking at the end of her mission, she said:

“This visit has provided insights into the many challenges that Sri Lanka is confronting 15 years after the end of the war that has fractured and polarized Sri Lankan society.  I am deeply grateful to all those who engaged with us, recounting their pain and grief, sharing their views and concerns, and voicing their hopes, fears and demands for the present and the future. Amnesty International stands ready to support all genuine efforts and commitments to confront long-standing impunity, address the violations and grievances of the past and present, and put an end to discrimination and the repression of fundamental freedoms.

“We thank President Wickremesinghe for making the time and providing the opportunity to engage in a constructive dialogue over the human rights challenges facing Sri Lanka. As the home of our South Asia Regional Office, Sri Lanka is vital to our work and we appreciate the government’s continued support and commitment to our cause.

“A slew of new legislations such as the Online Security Act and the proposed NGO law are   worrying evidence of the dangers currently confronting Sri Lankas’s vibrant civil society.

“We are further concerned about the crackdown on freedom of expression and peaceful assembly, including through the use of ICCPR Act provisions, to make arbitrary arrests, These are often carried out under multiple accusations without formal charge or evidence and has led to lives being lived in limbo. This must end.

“This is a significant year for Sri Lanka, marking 15 years since the end of the three-decade long internal armed conflict that left tens of thousands of people injured, dead, displaced, or forcibly disappeared. But it is not just successive governments that have failed the victims and the people of Sri Lanka. All those in positions of leadership, from elected officials to opposition leaders, the religious establishment and the national media, have failed to hold the line on the fight against impunity. 

“The elections slated in the coming months will also have a major impact on the future of Sri Lanka and human rights considerations for years to come. The political leadership of the country must implement trust building measures that will address divisions, encourage inter-ethnic solidarity, and provide avenues for meaningful healing. It is imperative to address past wrongs; and make a conscious effort to create an enabling environment for redress while the government considers the establishment of a new Truth and Reconciliation Commission.

“A seemingly lack of political will, along with complacency in delivering justice, prevents reconciliation, feeds grievances, and promotes instability. There should be no room for complacency.

“We urge the international community to work with the national authorities to secure truth and justice for all victims of the war and of on-going human rights violations and lay the foundations for a freer and fairer Sri Lanka.”

BACKGROUND

Following a meeting with President Ranil Wickremesinghe on Thursday, 16 May, 2024, the Amnesty International delegation travelled to Mullaithivu on Friday to meet families whose loved ones were forcibly disappeared during the war.

Agnès Callamard took part in the commemoration on 18 May, 2024 at Mullivaikkal marking the 15th anniversary of the end of war and the suffering endured by the Tamils in the lead up to 18 May, before returning to Colombo to meet representatives of the Malaiyaha Tamil community, human rights defenders,  protestors, members of civil society organizations, members of the international community and government representatives.

The Amnesty International delegation focused on an array of key issues, including the lack of accountability for grave human rights violations committed by both sides during the internal armed conflict, repression of the right to peaceful assembly and discrimination against groups such as the Malaiyaha Tamil community, the Muslim community and LGBTI people.

Other priority areas addressed throughout the visit included threats to civil society, freedom of expression and the right to peaceful protest, the use of anti-terror laws such as the Prevention of Terrorism Act (PTA) to suppress dissent, harassment, intimidation, surveillance and obstacles to press freedom, especially in the north of the country.

Buddhists in Bhopal, India celebrate Vesak together with the Sanchi Maha Vihara for the first time

The Buddhists of India’s Bhopal area are making arrangements to hold the Vesak festival in a grand manner for the first time this year in association with the Sanchi Maha Vihara.

Incumbent of Sanchi Chetiyagiri Vihara Ven. Banagala Vimalatissa Thero said that arrangements have been made to conduct a series of grand Vesak celebrations on the occasion of Vesak Full-moon Poya Day and the following day this year (May 23 and 25) centering the “Sanchi Mahabodhi Chetiyagiri Vihara” which was built in Sanchi, Madhya Pradesh, India. .

According to the advice of Chief Incumbent of Sanchi Chetiyagiri Viharaya and Chief Sanghanayaka of Japan Most Venerable Banagala Upatissa Thero, arrangements have been made to hold a Buddha Puja with milk-rice for the relics of Load Buddha and Agrasravaka on Vesak day.

Besides a beautiful Vesak procession will also be organized from Sanchi Vandana Niketana to Chethiyagiri Viharaya with the participation of Buddhists and Buddhist monks from Sanchi, Vidisa and Bhopal areas.

Ven. Wimalatissa Thero added that a Buddha Pooja will be held at the shrine for the relics of Load Buddha and relics of Agrasravaka at Chethiyagiri Vihara.

Apart from that, many Dhansalas are held with the support of the local residents for the visiting devotees, Ven. Udugama Tapassi Thero said.

It is significant that all these event will be assisted and consucted for the first time with the active participation of the Buddhists and other people belong to various other religions.

Arrangements have been made to hold a procession and Dansala under the leadership and participation of the Buddhists of “Karuna” Buddhists’ society, in Bhopal along with the participation of Buddhists scattered in Madhya Pradesh, on May 25.

“Arrangements have been made to hold a grand procession and a group of dansals centered around Sanchi city and Chetiyagiri Viharaya by them. Moreover, arrangements are under way to hold a Bodhi Puja at the sapling of Jaya Sri Maha Bodhi on the grounds of Sanchi Buddhist University. Arrangements have also been made to hold a Buddha Puja in the evening.

Sri Lanka Customs Narcotics Control Unit has made a significant case

Officers based on suspecion detained a parcel received to a person in Pollonnaruwa from Guatemala declared as machine parts.

The examination of the parcel conducted today in the presence of the person at the courier wharehouse and found a substance suspected tobe Methamphetamine (ICE).

Total weight of the drug found is 3.100kg and the street value of the susbtance is estimated as Rs.100 million .
Investigation is carried out by the officers attached to Narcotics Control Unit of the Sri Lanka Customs and the drugs found with the suspect will be handed over to Police Narcotics Bureau for further investigation .

Officers attached to Narcotics Control Unit of Sri Lanka Customs have arrested a passenger at the Katunayaka Airport with Gold Gel, arrived from Dubai in the flight number EK 650 operated by Emirates air line at 8.30 am. today.

Suspect has hidden the three parcels containing Gold Gel in his shoes and underwear.

The total weight of the gold gel found is 1975 grams and the value is expected to be Rs. 40 million .

The age of the suspect is 25years old.
Further Investigations regarding this arrest are being conducted by Narcotics Control Unit of Sri Lanka Customs

India Kochi Rajagiri College of Social Sciences and University of Sri Jayewardenepura signed the MOU

India Kochi Rajagiri College of Social Sciences and University of Sri Jayewardenepura signed the Memorandum of Understanding (MOU) at Hilton Residencies Colombo on 6th Monday April.

It was held under the directorship  of Country Director Zaheer Marzook.

University Grant Commission Chairman Senior Professor Sampath Amarathunga, Principal of the Rajagiri College Fr. Dr. Saju MD, Indian Foreign Service Venu Rajamony, Associate Director of Rajagiri College Dr. Binoy Joseph and Dean HR Rajagiri College Dr. Manoj Mathew addressed the gathering.

Vice Chancellor of University of Sri Jayawardenepura Senior Professor Pathmalal M. Manage and Principal of Rajagiri College Fr. Dr. Saju MD signed the MOU at this ceremony.

Seylan Bank records impressive Profit After Tax of LKR 2.29 Bn in Q1 2024

Profit before Tax increased 115% to LKR 3,704 Mn,Profit after Tax grew 102% to LKR 2,295 Mn,Overall Statutory Liquid Assets Ratio (SLAR) at 39.42% ,Total Capital Adequacy Ratio 15.84%

Seylan Bank has announced animpressive growth in its Q1 2024 financial results as at 31 March 2024, with a Profit Before Tax (PBT) of LKR 3,704 Mn, marking a 115% increase compared to Q1 2023. The Bank’s Profit After Tax (PAT) also witnessed a remarkable growth of 102%, standing at LKR 2,295 Mn.Despite a challenging environment, Seylan Bank has reported a strong financial performance.

The Bank’s Net Interest Income decreased by 17.71%, from LKR 11,388 Mn to LKR 9,371 Mnover the previous year. While the Net Interest Margin also recorded a reduction from 5.76% in 2023 to 5.24% in Q1 2024. The Bank’s Net Fee-based Income recorded a growth of 3.62%, mainly due to an increase in Card Related Income, Commission on Guarantees, and Income from Trade.

The Bank’s Total Operating Income was at LKR 11,707 Mn, a decrease of 12.51% compared to the corresponding period of 2023, driven mainly by a reduction in Net Interest Income. However, other income captions comprising of net gains from trading activities, net gains from de-recognition of financial assets, and net other operating income, reflected an overall increase of 127.22% compared to the corresponding period of 2023.

The Bank recorded an impairment charge of LKR 1,555 Mn in Q1 2024, a reduction of 75.57% over  the corresponding period mainly due to enhanced credit quality and strengthening of recovery initiatives.

Total Operating Expenses recorded an increase of 15.42% from LKR 4,441 Mn to LKR 5,126 Mn for the 3 months ended 31st March 2024. Personnel expenses increased by 21.49% from LKR 2,237 Mn to LKR 2,718 Mn mainly due to increases in staff benefits based on the recently concluded collective agreement. Other Operating Expenses and Depreciation and Amortization expenses also increased by 9.25% due to increase prices in consumables and services over the period demonstrating the Bank’s continued measures to curtail costs through various cost reduction initiatives.

Income tax expenses surged 140.67% to LKR 1,409 Mn  from LKR 585 Mn in the comparative period due to higher profits. Value Added Tax on Financial Services increased by 57.77% from LKR 735 million to LKR 1,160 Mn for the first three months of 2024. Additionally, Social Security Contribution Levy rose by 37.35% from LKR 117 Mn to LKR 161 million during the same period.

The Bank’s Total Assets were recorded at LKR 712 Bn as of 31st March 2024. Loans and Advances net of Impairment were recorded at LKR 427 Bn. Deposits reflected a marginal reduction to LKR 590 Bn. Local currency deposits increased by LKR 15.46 Bn, while foreign currency deposits contracted by LKR 16.61 Bn mainly due to local currency appreciation.

The Bank’s performance metrics have also showed improvement during the period under review.The Bank’s Asset Quality Ratios indicated an Impaired Loan (Stage 3) Ratio of 3.89% and an Impairment (Stage 3) to Stage 3 Loans Ratio of 66.75%. Return on Equity (ROE) stood at 14.94% compared to 10.88% in 2023, while Earnings per Share for Q1 2004 increased to LKR 3.61 from LKR 1.79 in Q1 2023.

Key financial ratios and indicators of Seylan Bank PLC remained sound as of 31st March 2024. The capital adequacy ratios were well above the regulatory minimum requirements and recorded 12.69% as Common Equity Tier 1 Capital Ratio and Total Tier 1 Capital Ratio and 15.84% as the Total Capital Ratio.

In addition to its financial achievements, Seylan Bank opened six (06)‘SeylanPahasara Libraries’ during the quarter, bringing the total number to 231 as of 31st March 2024.

The Ceylon Petroleum Corporation (Ceypetco) has reduced its fuel prices to be in effect from midnight yesterday (30).

The revised rates are as follows:

Petrol 92 Octane – Rs. 368 (reduced by Rs. 3)
Petrol 95 Octane – Rs. 420 (reduced by Rs. 20)
Auto Diesel – Rs. 333 (reduced by Rs. 30)
Super diesel – Rs. 377 (reduced by Rs. 9)
Kerosene – Rs. 215 (reduced by Rs. 30)

Justice will be served to the people caught in the RV Manpower scam-Sri Lanka Foreign Employment Bureau

The Deputy General Manager (Legal) of the Sri Lanka Foreign Employment Bureau said that steps will be taken to do justice to the people who were caught in the foreign employment scams carried out by the Maharagama RV Manpower Institute.   says.

The people caught in this scam protested in front of the bureau today (4/26), and a group of protesters were given the opportunity to come inside the bureau and present their complaint.

Accordingly, they submitted their complaint to the Deputy General Manager in charge of the Bureau’s Special Investigation Division. Addressing the protestors, the Deputy General Manager stated that the bureau has received 263 complaints against this institution so far. The Deputy General Manager further stated that the Bureau has previously arrested the owner of this institution and he has been banned from traveling abroad by the Virudhadwa Court. Also, Mrs. Samarasekera told the protesters that the relevant employment agency has been banned by the Bureau on September 26, 2023, and said that she will file further complaints and file a case before the court immediately to do justice to the victims in the best possible way.

Satisfied with this, the protestors thanked the Deputy General Manager and ended their protest.

If there are other people caught in this foreign employment scam, the Bureau requests the public to come and submit their complaint to the Bureau’s Special Investigation Division.
